Trump brands Germany a "captive of Russian Federation", days before he meets Putin

President Donald Trump speaks with British Prime Minister Theresa May during the NATO summit in Brussels on Wednesday

President Donald Trump said Thursday that he would confront Russian President Vladimir Putin at an upcoming summit in Helsinki Monday over allegations that the country interfered in the 2016 presidential election. "That is, are we really committed to the same goals and to the future of the organization?"

"President Trump created for the second day a crisis on [NATO] spending".

The United States pays more than any other member on defense - about 3.5 percent on NATO-related measures and 67 percent overall.

On arrival in London, Trump and first lady Melania Trump headed for Winfield House, the residence of U.S. Ambassador to Britain Woody Johnson, where the Beatles song We Can Work It Out played outside.

This means that Trump is not able to use his executive power to pull America out of the alliance, in contrast to other global agreements such as the Iran nuclear deal or the Paris climate agreement, both of which Trump has withdrawn from.

The alliance, which sees an attack on one member as an attack on all, was set up at the height of the Cold War, as a counterbalance to the Warsaw Pact between the Soviets and their satellite states. "It has been really incredible to see the level of spirit in that room". Every single United States president has been pushing the point of extra spending since Reagan and they have all been played.

Trump turned NATO's annual summit - usually a scripted snore - into a sparring match between old allies.

Representative John Curtis wanted to get his thoughts in print prior to President Donald Trump's trip to Europe, so he published an editorial in the Deseret News.

United States officials have told Reuters that Washington is preparing another review of strategy, a year after Trump begrudgingly agreed to extend involvement in the 17-year-old war.

And Trump said that's all his doing. "Why are there only 5 out of 29 countries that have met their commitment?"

Having chided North Atlantic Treaty Organisation members for failing to reach a target of spending 2 percent of national income on defense, Trump told fellow leaders on Wednesday he would prefer a goal of 4 percent, similar to US levels, officials said.

"There is a communiqué that was published yesterday".

President Macron said: "There is a communique that was published yesterday.

We all agreed we have to deliver on that", Stoltenberg said, later saying: "We have agreed that we need to make good on the pledges we have made".

"The language was much tougher today", a source told Reuters.

NATO Secretary General Jens Stoltenberg, left, talks to U.S. President Donald Trump as British Prime Minister Theresa May, right watches at the opening ceremony of the NATO summit at NATO headquarters in Brussels. "Trump rejects the entire multilateral, rule-based architecture, like NATO, WTO, EU, which is based on solidarity", she said.

Trump appeared to substantially overstate German reliance on Russian energy and to imply Berlin was funding a pipeline which German Chancellor Angela Merkel says is a commercial venture. Trump and Merkel later held businesslike talks on the sidelines of the summit.

"We understand your message, but some people ask themselves, will you be tweeting differently once you board the Air Force One?" one reporter asked. "I'm very consistent", he replied.

"I have to tell you that the atmosphere last night at dinner was very open, was very constructive and it was very positive", Kolinda Grabar-Kitarovic, the president of Croatia, told reporters.
