The inquiry by the office of Attorney General Letitia James is a civil investigation, not a criminal one, although its focus and scope were unclear, the paper said, citing a person briefed on the subpoenas.

Late Monday night, the office of New York Attorney General Letitia James subpoenaed Deutsche Bank and Investors Bank for records related to Trump's unsuccessful National Football League bid and several other Trump Organization projects, a source familiar with the matter told ABC News. The subpoenas also are seeking records related to other transactions including Trump International Hotels in Chicago, Washington, D.C. and Florida. According to multiple reports, the subpoenas are related to loans President Trump's company received. He suggested Trump committed loan fraud by submitting inflated financial statements, including to Deutsche Bank to get a loan when he was trying to buy the Bills.
On Tuesday, James lobbied lawmakers in Albany to loosen double-jeopardy laws that prohibit state prosecutors from bringing similar charges against individuals pardoned from federal charges.
Deutsche Bank is already the subject of a joint investigation between the House Financial Services and Intelligence Committees into Trump's businesses and money laundering involving Russian Federation.
Under a deal with the New York Attorney General's office, Trump's charity, the Donald J. Trump Foundation, in December agreed to dissolve.
Her predecessors sued Mr Trump over the operations of Trump University, his property school. A request for comment from the Trump Organization was not returned.
The committees' top Democrats have been interested in Deutsche Bank because it's one of the few big banks willing to lend to the Trump Organization.
