As for the clown, cops say the girl's 25-year-old father, Vernon Barrett Jr., told them he'd made a decision to play a prank on his daughter to discipline her.

WKBN reported that Barrett told officers he was trying to scare the girl because she'd been having behavioral issues at school and he thought this would straighten her out.

'Barrett said that he made a decision to use the clown mask into scaring her to behave, ' responding officer Joseph O'Grady wrote in an incident report obtained by the Washington Post.

But Santiago's 22-year-old son, Dion Santiago Jr., told ABC News the girl seemed to be in dire need of help. "It was completely unexpected but what else were we to do?"

Police went on to say the child jumped into a stranger's vehicle and then ran down the street and into a stranger's apartment.

The little girl ran in front of a woman in a auto while being chased. The woman then called 911 and said the man in the mask had pulled the girl from the auto. He said that the girl's mother is already incarcerated on child endangerment charges after she beat the child so violently that she broke for of the girl's ribs.

During the commotion police say a man in an apartment building stepped outside and fired a gunshot into the ground.

It is not clear whether the man was under the influence when he chased his daughter around the neighbourhood.

The father has been charged with child endangerment and inducing panic, the gunman with using a fire arm while intoxicated.
