California mayor says he never endangered children at camp

Stockton Mayor Anthony Silva, who Joe.My.God. notes has held town hall meetings in an anti-gay megachurch and gave God a ceremonial key to the city, was arrested Thursday at a city-run camp for disadvantaged youth on charges including eavesdropping or recording confidential communications, contributing to the delinquency of a minor, providing alcohol to a minor, and cruelty to a child by endangering health.
Authorities focused primarily on four videos and 23 photos on Silva's phone that had been taken at his 2015 camp in Stockton.
Riebe mentioned, in a statement to the press, evidence contained on one of the video clips, that just contained audio.
Silva was charged in Amador County on Thursday with misdemeanor counts of furnishing alcohol to minors and child endangerment, and with a felony count of secretly recording confidential communications without consent. "That clip contains audio of a conversation between participants involved in a strip poker game that occurred in Silva's bedroom", a statement from prosecutors says.

Silva, a Republican who was elected mayor in 2012, was arrested by Federal Bureau of Investigation agents on Thursday at the summer camp, which Stockton leases from the U.S. Forest Service in the Sierra mountains. Witnesses stated also that Silva had supplied alcohol and made it available to a number of underage counselors at the camp, officials said.
Federal agents confiscated Silva's cell phone and laptop last fall and found 23 photos and four video clips, taken at the camp between August 3 and August 9, Riebe's offices said in a news release.
Before Silva was charged, the Stockton Police Officers Association endorsed his opponent Michael Tubbs, citing his commitment to cooperation with police in establishing good practices, the newspaper reported.
The game allegedly includes Silva, the 16 year old, an 18-year-old female, a 19-year-old female and two 19-year-old males, according to the document. No charges were ever filed.
It declared bankruptcy in 2012, at the time the largest city in US history to do so, and the 41-year-old Silva swept into office the following year, styling himself as the "people's mayor".
Mayor Silva has had three criminal probes undertaken into his activities in the past. The limousine driver and passengers sued Silva, including a woman who alleged the mayor had made inappropriate advances.
The charges came a week after the newspaper reported that a gun stolen from Silva's home during a burglary was linked to the killing of 13-year-old Rayshawn Harris in Stockton early last year.
Silva denied a prosecutor's claim that he had refused to talk to investigators at his home about the gun theft, though he said he did refer them to his lawyer.
Authorities have contacted all of the individuals in the pictures and video, the district attorney said.
Sawyer, who said he had not yet read the affidavit, said he found it odd that federal and local authorities would bring these felony and misdemeanor charges so close to a pending election-Silva's arraignment would come just one month before the election.
