Prime Minister Narendra Modi on Thursday rejected the allegations of southern states, including Tamil Nadu, that the Terms of Reference (ToR) of the 15th Finance Commission were biased against "certain states, or a particular region".

Modi was received at the Chennai airport by governor Banwarilal Purohit, defence minister Nirmala Seetharaman, chief minister Edapaddi Palaniwami, deputy chief minister O Panneerselvam and senior officials. The protests are being held due to the Centre not having yet constituted the Cauvery Management Board as per the Supreme Court's ruling on the Cauvery water-sharing dispute, reports Scroll.

Veteran film director Bharathiraja and film-maker Ameer were among those who held demonstrations near the airport, raising slogans against Modi on the Cauvery issue over which the state has been witnessing protests for the past many days.

A helipad was specially created for him at IIT-Madras and a compound wall broken so that he could avoid the main road to reach the adjacent Cancer Institute, where he inaugurated the diamond jubilee building.

DMK working president MK Stalin has asked his party's workers to hoist black flags at the party office and homes to register their protest.
